Belly fat issues

I’ve been working out for a good 2 weeks and days following outside YouTube videos I was recommended. I’ve stuck to the ruitine and have completed the videos pushing myself to my limit!! However I’ve seen NO changes.

I am 25, at 125lb, mom of two. I have a loose lower belly from the 2 pregnancies, but I’ve excessively gained weight at the stomach, side, and back which makes me look pregnant and straight. However arms and legs are and have always typically been thinner.

1. Im not sure if maybe I should be targeting specific workouts to help with stomach fat
2. What should my breakfast / lunch/ dinner / before and after workout meals even look like.

I don’t intent to loose weight. My goals have always been loose the midsection fat, gain more thigh muscle, and tone my glutes. However seeing no changes have discouraged me and made me realize I might be going about it all wrong.
