How to figure out training goals?

I'm thin but my stomach is bloated
I feel desperate and confused about what type of exercise I should do, whether I should bulk up and train my butt because my body is thin, I also don't have a butt, or whether I should start cardio and start cutting, but I'm afraid that if I cut, I won't be able to choose which fat to burn first. I'm afraid of burning fat in places that are already really thin. (edited by moderator)
