Muscle or weight loss

I saw a post a couple of days ago but can't find it anywhere. Im trying to loose weight and become slim and toned but should I loose weight first or start strengthening my muscles. I was planning too do the 2 week shred then a couple of the weight loss programs then when I reach my weight loss goal start toning my body, but should I do it the other way around or keep it like it is?
