Rinse quinoa well and drain.
In a large non-stick skillet, heat up olive oil over medium heat. Add quinoa and cook, stirring constantly to let the water evaporate, and toast the quinoa for about 2 minutes.
Add vegetable broth and water and bring to a boil.
Lower heat to bring mixture to a simmer. Cover and cook for 10 minutes.
Add chopped kale and cook for 5 minutes.
Turn off the heat and let quinoa continue steaming, covered, for 5 more minutes.
Taste and season with salt and pepper if desired.
